The city of Dalian, Liaoning province, had 388 companies of the new and high-tech sectors by 2012, with the number accounting for 40 percent of the total in the province. The added value of new high-tech products reached 30.55 billion yuan ($4.98 billion), up 34.22 percent from the previous year.

Dalian Yingda Industrial Trade Co, which specializes in precision mould and precision parts processing, is perhaps representative of the high-tech enterprises in Dalian.

Established in 1995, it specialized in the processing business and spent 10 years on the development of a heat exchanger for heating systems, at a cost of 8 million yuan.

Though the processing business was hit by the downturn in the global economy, sales of heat exchangers remain strong, with annual sales increasing by three to four folds.

In 2011, the company was recognized as a high-tech company and started its high growth development.

High-tech enterprises boost the development of high-tech industries. According to the Dalian Science and Technology Bureau, the city formed several new high-tech clusters from 2010 to 2012, including the industries of numerically-controlled machine tools, semiconductor lightings, new energy, and modern services.

The city already boasts 27 national research and development institutions and around 400,000 professionals and technicians. It is expected to set up 5 high-tech industrial demonstration bases at the end of the Twelfth Five-Year Plan period, with 800 innovative high-end enterprises.
