Judicial reforms will move ahead: Chief Justice

Zhou Qiang, Chief Justice of China’s Supreme Court, told a meeting on preliminary judicial reforms nationwide on July 23 that China’s courts need to deal with both theoretical and practical reform issues in a systematic, comprehensive, and healthy way.

Zhou said that staff reforms need a steady approach to staff controls because they are important for the scientific use of judicial resources and can help standardize the system and make judges nationwide more professional, to improve judicial responsibility.

To do this, he said, China needs to better manage judges and have the better ones at the forefront and that any judicial responsibility changes need the general public’s approval. All responsibilities in or exemptions from trials need to be handled correctly to ensure that judges do their duty well.

In the case of courts below the provincial level, he said, management of human resources needs to be unified and funds made available and that there needs to be a stimulus system and professional assurance system to guarantee that they do their duties in line with the law.
