Wang Guoqiang, vice-minister of the National Health and Family Planning Commission (NHFPC) and director of the State Administration of Traditional Chinese Medicine, inspected Yunnan county-level public hospital reform on November 14. Wang made an on-the-spot investigation in Lufeng county’s People’s Hospital and the Hospital of TCM and attended a briefing of Yunnan county-level hospital reform hosted by Gao Feng, vice-governor of Yunnan province.

Wang said that county-level hospital reform is an important part of deepening medical and healthcare reform, which is related to people’s health and welfare. Yunnan province should carry out medical reform from its situation, specify government responsibility of operating hospitals, abolish subsidizing medical services with profits from drug sales, improve the medical insurance and personnel distribution system, standardize drug bidding and purchasing procedures, and improve medical services.

Wang stressed that healthcare, drug and medical insurance should be reformed together in order to achieve breakthroughs in healthcare reform.

Wang claimed that traditional Chinese medicine should play its role in county-level public hospital reform; support patients using TCM service through medical insurance reform; carry out investment preferential policy to TCM hospitals; and reasonably arrange TCM resources. With these measures, he hoped to establish a reasonable, perfectly functional and effective TCM medical service system.
