NHFPC holds videophone conference on Ebola prevention work

The National Health and Family Planning Commission (NHFPC) held a videophone conference on the deployment of Ebola hemorrhagic fever prevention in China on October 2. Cui Li, vice-minister of the NHFPC, attended the conference and delivered a speech.

Cui conveyed the instructions of the leaders of the Party Central Committee and the State Council as well as the requirements of the State Council’s special conference, asking local departments to make people’s life and health a priority and taking effective measures to strengthen Ebola prevention. Ebola is still spreading in three West African countries. According to the notification of the WHO, until October 31, the three Ebola-affected countries have reported 13,540 cases, 4,941 of which led to death. The USA and Spain also had confirmed cases that attracted attention from the international community. According to expert opinion, eradicating Ebola hemorrhagic fever in a short time will be difficult in West Africa. The epidemic also has risks to China’s public health security with the increasing hazards of Ebola importation.

Cui Li spoke highly of the Ebola prevention work carried out before. China has no reported cases of Ebola and no Chinese citizens have been infected with Ebola in foreign countries.

She stressed that first, it should set up a cooperative prevention work system. Local governments and leaders should specify their responsibilities; strengthen cooperation between departments; and carefully carry out preventive measures. Second, they should strengthen inspection and quarantine at ports as well as formulate detailed plans to manage people from Ebola-affected countries. Third, they should further strengthen prevention and take protective measures, as well as strengthen the epidemic monitoring and reporting system. Fourth, they should strengthen supervision on people from Ebola-affected countries. Fifth, they should take measures for Ebola prevention during the APEC Summit and strengthen management on people from Ebola-affected areas. Sixth, they should make efforts in Ebola prevention during the Canton Fair. Seventh, they should strengthen publicity, international cooperation, and vaccine and medicine research. Eighth, they should aid Africa to fight against Ebola and make preparations if Chinese citizens are infected with Ebola in a foreign country and come back to China for treatment. Last, they should prevent public health emergencies such as human avian influenza and Middle East Respiratory Syndrome.

People in charge of relevant departments of the NHFPC; Ministry of Public Security; General Administration of Quality Supervision, Inspection and Quarantine; Health Department of General Logistics; and Chinese Center for Disease Control and Prevention attended the conference. Heads of health and family planning commissions; public security departments; and departments of quality supervision, inspection and quarantine from provinces, autonomous regions, municipalities and the Xinjiang Production and Construction Corps attended the conference at the sub-venue. The Health and family planning commissions of Guangdong province and Beijing reported their Ebola prevention work at the meeting. The Ministry of Public Security and General Administration of Quality Supervision, Inspection and Quarantine made arrangements for prevention.
