The 2019 Zhongguancun Forum-Intellectual Property Parallel Forum, sponsored by the Beijing Municipal Intellectual Property Office, Zhongguancun Development Group and the Bank of Beijing and undertaken by Beijing Intellectual Property Management Corporation ("Beijing IP"), was held at the Zhongguancun Exhibition Center on Oct 16, 2019.

More than 10 leaders, experts, scholars and industrial leaders in the field of intellectual property, including Liang Chunhua, deputy director of the Intellectual Property Application Promotion Department of the China National Intellectual Property Administration, Xu Wei, deputy director of the Beijing Municipal Intellectual Property Office attended the forum.

Liang Chunhua, deputy director of the Intellectual Property Application Promotion Department of the China National Intellectual Property Administration, said that in recent years, the administration has adopted a series of measures in the protection of intellectual property and formulated the "Opinions on Strengthening the Protection of Intellectual Property Rights", which was reviewed and approved by the Central Comprehensive Reform Deepening Committee. It has also cooperated to complete the revision of the trademark law.

Xu Wei, deputy director of the Beijing Municipal Intellectual Property Office, pointed out that Beijing regards the protection of intellectual property rights as a precondition for strengthening scientific and technological innovation, improving the quality of urban development, and enhancing the international influence of the capital, and has conducted trials on an intellectual property fund for key industries, patent insurance and patent pledge financing insurance.

Yao Shengli, deputy general manager of Zhongguancun Development Group, said that the group continues to serve innovative development, and allocates innovative resources globally through parks, investment, finance, professional services and other means, promoting the transformation and industrialization of scientific and technological achievements.

The forum also issued an Overview of the trial of foreign-related intellectual property cases in Beijing Intellectual Property Court. The publisher was Chen Jinchuan, vice president of the Beijing Intellectual Property Court.

At the signing ceremony, the Bank of Beijing and Beijing IP signed an intellectual property financial service cooperation agreement with Yonder Environment, Beijing Automic Technology Corporation, AddNewer and Beijing Yundian Linkage Technology Development Company.

The keynote speeches were the highlight of the forum. Speakers shared their work practices and their thoughts on "How intellectual property enables high quality development" in the global vision from the perspectives of intellectual property creation, protection, and application.

Grant Rodney Philpott, Chief Operating Officer of the European Patent Office (EPO), delivered a speech entitled "Ensure Legal Certainty through Commitment to High Quality Patented Products and Services". Philpott revealed the number and development trends of European patent applications and discussed the distribution of European patent applicants and a rapid path for them to follow. He also outlined the EPO's initiatives to improve the quality of patent examinations.

He Mingang, general manager of Beijing IP, delivered a speech entitled "Building of the Zhongguancun Intellectual Property Operation System under Global Vision". He deeply analyzed the advantages and foundations of Zhongguancun's intellectual property operation, and expressed his thoughts on Beijing's IP function positioning and future development direction of the current Zhongguancun intellectual property operation system.

Eiichi YAMAMOTO, head of the Intellectual Property Department of the Beijing Office of the Japan External Trade Organization, made a speech with the theme of "Japan's Intellectual Property Innovation Strategy". Yamamoto, illustrating his comments with actual cases, introduced the latest initiatives of Japan in terms of improving its intellectual property system, building a patent examination system, and supporting start-ups.

Dai Wei, Assistant President of the Bank of Beijing and Director of Corporate Operations, delivered a speech entitled "Activate intellectual assets and stimulate innovative momentum". Dai briefly introduced the basic situation of the Bank of Beijing and its experience and achievements in the intellectual property pledge loan business in recent years.

Lv Guoliang, former deputy director of the China Office of the World Intellectual Property Organization (WIPO) and consultant of the WIPO China Office, gave a speech on "Global Intellectual Property Protection and Application Trends".

Xie Hongxing, director of the Zhongguancun Bluetech Clean Air Alliance, made a speech on "Technology Innovation and Intellectual Property Protection in the Environmental Protection Industry".

Sun Wei, Vice President of Legal Affairs and Chief Legal Officer of Xiaomi Group spoke on "Industry Change — Global Intellectual Property Strategy".

Founded in 2007, the Zhongguancun Forum has set "innovation and development" as a permanent theme. With the theme of cutting-edge technology and future industries, the 2019 Zhongguancun Forum was co-sponsored by the Beijing Municipal People's Government, the Ministry of Science and Technology, the Chinese Academy of Sciences and the China Association for Science and Technology, supported by the World Intellectual Property Organization and Science magazine, and undertaken by the Zhongguancun Management Committee, the Beijing Municipal Science and Technology Commission, the Beijing Municipal Foreign Affairs Office, the Haidian District Government, the Zhongguancun Development Group and the Torch High Technology Industry Development Center of the Ministry of Science and Technology.
