今年以来，全国共有20个省份和新疆生产建设兵团发生洪涝灾害。截至6月15日12时，全国农作物受灾面积2274千公顷，成灾1100千公顷，受灾人口3856万人，因灾死亡169人，失踪52人，倒塌房屋12.57万间，直接经济损失260亿元。面对重大汛情，国家防总紧急启动防汛Ⅳ级应急响应。之后几天，又连续提升防汛应急响应至Ⅱ级。民政部也于日前启动三级“国家灾难应急响应体系”。

More than 18 million people in Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Guangdong Guizhou and Yunnan provinces, and the Guangxi Zhuang autonomous region have been hit by the floods. And about 1.3 million people have been moved to safer places in those places, the Ministry of Civil Affairs said.

民政部表示，洪水已使浙江、安徽、湖北、湖南、广东、贵州、云南、以及广西壮族自治区等地1800多万群众受灾。这些受灾地区已有130万群众被转移到安全地带。

The ministry raised thenational disaster emergency response system to level-III late on Saturday and dispatched teams of officials and experts to the affected areas to help with relief work.

民政部于上周六将国家灾难应急响应系统提升到三级，并派官员及专家小组赴灾区协助救灾工作。

上述报道中，the national disaster emergency response system就是“国家灾难应急响应体系”，共分四个级别（Level I--IV），一级为最高，四级为最低。而我们常说的“预警机制”是pre-warning system, 一般用三种颜色表示不同级别，由低到高分别为yellow，orange，and red pre-warning system。
