英国政府2012-2013学年度志奋领奖学金项目现已开启。此项目在中国始于1983年，至今已有28年历史，享有极高声誉。在志奋领奖学金全球招募范围内，中国是最大的一个项目，已为中国培养了大批优秀人才。去年在中国的奖学金规模高达2千万人民币。该项目旨在促进中英之间的文化交流，建立起桥梁的作用，促进相互之间的了解。
本年度志奋领奖学金项目的申请截止日期为2012年2月7日，申请人有较充裕的时间来准备相关材料，填写申请表和选择英国院校及专业。
此项目由英国政府全额资助工作三年以上、正处于事业中期、并有潜力成为行业领袖的相关人士到英国进行一年的研究生课程学习。该奖学金具有三个特点：(1)提供全额奖学金；学费的最高限额是1万2千英镑，提供从签证，生活费及返回中国的所有费用, 单个奖学金总金额超过25万人民币。(2)自由择校和选择科目； 英国可供选择的学校和科目众多，教学方式和授课方法各不相同，申请人可根据自己的需要选择合适的学校学习。(3)全方位的服务；相比自费留学生，志奋领奖学金获得者得到更多的帮助和支持。英国外交部的官员会安排活动与学者交流见面，英国文化协会提供各种服务帮他们解决生活和学习上的困难。从往年的申请情况看来，该奖学金已经逐渐地为更多的机构和公众所了解。申请者遍布各个行业，包括政府，国有企业，事业单位，媒体，学术机构和非政府组织等。
志奋领奖学金项目竞争激烈。申请人提交的申请表的内容，学历和职业经历，以及英语水平是评估申请人的重要依据。需要强调的是，志奋领奖学金的申请程序并不复杂，任何符合条件的中国大陆公民都可在网上提交申请，非常便利。该项目会优先考虑符合英国政府在中国工作的重点领域的申请人，包括公共政策、国防和外交政策、司法/法律、经济/金融 、贸易/商业 、科技、环境和可持续发展 、能源与气候变化 、媒体 、社会发展（医疗卫生/教育政策/人权/司法改革， 但并不排斥来自其他领域的申请人。
我们期望这些申请人能在未来的职业生涯中为他们所从事的领域做出重要的贡献；有抱负、有魄力、有领导潜力、具有革新精神与创造力等是重点考察的品质。

2012-13 CHEVENING SCHOLARSHIPS OPENED FOR APPLICATION
The Chevening Scholarships is the flagship scholarship Scheme of the British Government. The Scheme is funded by the Foreign and Commonwealth Office (FCO). The FCO is the British Government department responsible for overseas relations and foreign affairs through its headquarters in London and Embassies, High Commissions and Consulates throughout the World.
In China, the scheme operates through the British Embassy in Beijing and the British Consulates-General in Shanghai, Guangzhou and Chongqing with administrative support from British Council. In China, British Council operates as the Cultural and Education Section of the British Embassy in Beijing and British Consulates-General in Shanghai, Guangzhou and Chongqing.
Chevening Scholarships are aimed at applicants for postgraduate studies or research at UK institutions of Higher Education.
Scholars are chosen on the basis that they will become opinion formers and decision-makers as well as influential friends of the UK. Successful applicants have the ‘Chevening’ qualities of ambition drive, and leadership potential, a commitment to change and organisation development, talent for innovation and creativity, and the ability to adapt to rapidly changing circumstances not only in technical and professional terms but also culturally.
The programme is highly competitive. Applicants are assessed according to the merit of their applications, their qualifications (both academic and professional) and their English language ability.
The FCO offers successful applicants scholarships covering tuition fees of up to £12,000 in previous years, flights to and from the UK and living expenses sufficient for a single student. Some scholars may receive contribution from partners and sponsors of FCO.
