Continuing with its goals of industrialization and urbanization, the plan of the city will be revised to promote the manufacturing industry, major facilities and service functions to move towards the north of the city, and strengthen the carrying capacity of the city, so as to make urbanization the new impetus of development.

Changing the administrative economic zone into a functional economic zone, the Center aims to actualize the cooperation of countryside and city, the integration of functional zone and administrative zone, and the interaction of continental economy and oceanic economy. According to the scientific structures, namely, Main District-New City Area-New Area, Zhongshan, Xianggang, Shahekou, and Ganjingzi, the Lushunkou and High Technology Zones comprise the Center’s main body, which focuses on developing the modern service industries, such as finance, trade, tourism and logistics. Further development for the purpose of creating knowledge economic clusters in the fields of international business, software, creative industries, financial center, shipping center, modern logistic center and cultural science center, will be made up of new clusters: a Development Zone, Bonded Area, Jinzhou District and Pulandian Bay, focusing on the development of shipping, logistics, manufacturing, research, high-tech industry, and cultural industry. The city will be built into industrial clusters for shipping, equipment manufacturing, enjoying complete facilities, a pleasant environment, and advanced management.

Pulandian will be built into a green city of advanced industries and a pleasant ecological environment. Bohai Area, composed of Changxing Island and Wafangdian, will make good use of existing industrial bases and rich deep shoreline resources to develop petrifaction, shipbuilding, heavy equipment and heavy duty machinery, transforming the area into a pioneering district for urbanization and flashpoint of economic growth. Huanghai city groups made up of Zhuanghe, Huayuankou, Changhai County, and Piyang will focus on new materials, light-duty equipment, furniture manufacturing, food processing, garment production, oceanic industry, and tourism, in order to build the demonstration zone for a new material industry base, light-duty industry base, tourist resorts, and national-level forest city, to carry forward the opening-up and development of areas along North Huanghai. In the coastal area of Huanghai, a batch of cities for industry, trade, tourism, and ecology will be constructed with high standard, making it the main carrier of labor forces in the countryside and urbanization. It should advance the city’s development through a series of policies and measures concerned with city development, residential settlement, function transferring, industry development, ecological protection, and the construction of infrastructure.
