To construct the macro-transportation infrastructure, Dalian will accelerate the construction of an express highway from Haerbin to Dalian, build an intercity express railroad from Dalian to Dandong, thus forming an open transportation system oriented toward the Northeast and Bohai Rim. Promote the development of city subways, cross-sea channel to development zone, express railway from city center to South and North Road of Lushun, from Pulandian to Changxing Island, from Dalian to Huayuankou, Zhuanghe River and Dandong, forming the railway system of “One-Hour” economic zone. It will accelerate the construction of highway from Zhuanghe River to Gaizhou, from Pikou to Changxing Island, reform provincial main roads and the countryside highways, and push forward construction of Liaoning Binhai highways, as well as its connection with the highway transportation network. To impel the construction of international airports in North China, the Logistic Center will promote the construction of a Changshan Bridge between the larger and smaller Changshan Islands, the phase III expansion of Zhoushuizi Airport and its preliminary work. In order to meet the demands of rapid development, it configures important facilities, such as water supply, power supply, gas supply, and modern communication networks. By speeding up water delivery project for Dalian, such as phase III Dahuofang reservoir, promoting important Power Engineering projects such as phase II Hongyanhe River Nuclear Power, phase II Zhuanghe River Power Plant and Dalia Tuoshan Wind Power Plant, the Logistic Center will actively construct gas supply facilities with high efficiency and cleanliness, advancing the modern heating facilities, namely, central heating, heating from refuse burning and solar energy, and propelling the construction of a digital network platform.
