Overall renovation of parts of the old Huafucun housing estate will be speeded up after the Spring Festival, and the Shuiwei Model, which has turned crowded houses in Shuiwei into rental apartments for white-collar workers, will be promoted among urban villages, according to a Shenzhen Economic Daily report.

Urban renovation of key areas, including Meilin-Caitian, the Jindi Community of Shatou subdistrict, Chegongmiao, Bagualing and Huaqiangbei, will also be hastened to realize integrative planning and development, with the aim of providing 20 hectares of land annually with a total investment of 18 billion yuan ($2.84 billion).

The authorities will build more government-subsidized apartments, publish an urban renewal blacklist to regulate renovation of old housing estates, and optimize the approval procedure for urban renewal. Futian will further accelerate the renovation of Huafucun and the Fu'an housing estate, carry out pilot shanty-town renovations in 10 subdistricts, and facilitate the renovation of the areas along the Shenzhen River and near Futian Checkpoint, the report said.

Policies, such as allowing home renters to enjoy the same rights as homeowners in children's schooling and encouraging home renting, will be introduced. The Shuiwei Model and the Caitian Model will be promoted to introduce third parties to engage in the renovation of urban villages.

Comprehensive renovation of the 15 urban villages in the district, based on the principle of different strategies for different urban villages, will be pushed forward, while industrial planning will be carried out, allowing each village to have one industrial park with its own characteristics to customize the renovations of urban villages.
