协助市长主持市政府日常工作；协助市长分管发展和改革、财税、人事编制、统计、劳动和社会保障、重大重点项目、资本运作、社会稳定、外经贸委、外侨办、台办、经济技术开发区、高新技术开发区、审批办证中心、招管办、应急办、金融上市办、机关事务管理、市商业银行等方面的工作；负责与市人大、政协、海关、检验检疫方面的联系协调工作。
