Optimism for a harmonious Hong Kong

He said that having overcome the Asian financial crisis, changes in the external economic environment and the SARS epidemic, Hong Kong has enjoyed a marked economic recovery, improved living, sustained social stability and increased public confidence.

"Facts have proven that the policies of 'One Country, Two Systems', 'Hong Kong people governing Hong Kong' and a 'high degree of autonomy' are absolutely correct, and that Hong Kong people are fully capable of administering Hong Kong," he said.

He said it was the common responsibility of all to ensure Hong Kong continues to enjoy good governance, solidarity, prosperity and stability, adding the central government had made the three principle State policies which will not change in any circumstances.

He said that at the moment the SAR has a rare opportunity for development, and called on all to unite behind the common goal of building a prosperous and harmonious Hong Kong.

In this regard, the vice-president had two expectations of the general public in the SAR: first, seize the opportunity to accelerate development; and second, be generous for the common good and promote harmony.

"The long-term prosperity and stability of Hong Kong also depend on development. All of us should seize the opportunity and work in an enterprising spirit for development and prosperity with concerted devotion, go all-out to realize further renewal of Hong Kong's economy, and add new advantages to economic and social development in Hong Kong," he said.

He conveyed President Hu Jintao's "cordial greetings and best wishes" to all Hong Kong people.
