Official: 'East Turkistan' main terror threat

The region intends to set up a long-lasting and effective anti-terrorism mechanism by inviting departments such as national security, military, foreign affairs, and telecommunications to share information with police.

"Anti-terrorist battle exercises must be carried out promptly and efficiently to raise overall quick-response and fighting capabilities," said Feng.

Both Zhao and Feng asked for international co-operation in this regard and said that China is proceeding with anti-terrorism legislation.

Zhao also urged other countries to coordinate in the anti-terrorism drive and adopt an international treaty on fighting terrorism.

Progress on such a treaty is slow because countries have varying definitions of terrorism.

Before the convention of the congress, President Hu Jintao met some delegates, mainly chief judges, prosecutors, and lawyers from around the world.

President of China's Supreme People's Congress Xiao Yang also delivered a speech at the opening session of the congress.

He said that China's judicial system is developing towards more democracy, better human rights, and is becoming more open and transparent.
