Foreign HR companies must form JVs

Foreign human resources organizations in China are now only allowed to operate as joint ventures (JVs).

China's Ministry of Personnel and the State Administration for Industry and Commerce released this decision in a joint statement, to take effect on March 29.

It says foreign companies involved in human resources in China must form joint ventures with similar organizations on the Chinese mainland.

Provincial personnel departments will be in charge of examining, approving and issuing certificates to these joint ventures, and they must be registered with the Ministry of Personnel.

The resolution also applies to recruiters from Hong Kong, Macao and Taiwan, which must form joint ventures with mainland companies.
