On the eve of a much-trailed ministerial announcement of the new, tougher immigration and asylum proposals, British Prime Minister Tony Blair told BBC Radio 4 that what Britain needs is "a set of rules that allow people to come in who the country needs, but have strict controls that actually work".

Migrate表示“移居，移民，（季节性）迁徙”，例如：People migrate to find work.（人们迁居去找工作。）Some birds migrate to find warmer weather.（有些鸟迁徙以寻找更温暖的气候。）

值得注意的是migrate与emigrate和immigrate三者的区别。Migrate用于人和动物，有时含有缺乏永久的居住地之意，尤指出于季节性或定期迁移这两个原因。Emigrate和immigrate仅用来指人，意味着永久性的迁移，一般指越过政治意义上的疆界。Emigrate的含义与离开有关，例如：After the Nazis came to power in Germany, many scientists emigrated (that is, left Germany). By contrast, immigratedescribes the move relative to the destination（纳粹夺取了德国的政权之后，许多科学家都迁走了）。与之相对 immigrate多指迁入某地，例如：The promise of prosperity in the United States encouraged many people to immigrate (that is, move to the United States).（繁荣的前景吸引众多的移民来到美国。）
