First some questions.

For which destination could Russia need 10'000 km reach at up to 10 nuclear warheads weighing 4.4 ton per missile?

For the USA, for hideouts of US Weapons in other parts of the world or at the seas ? To circumvent the American anti-missile shield ?
Anyway, many defense ministries will now take the measure from the Russian eastern coast to the American West coast, or from the western or polar part of Russia against the American East coast or to some other places in the world.

Is Putins announcement the answer to the possibly increasing aggressiveness of the new Bush government?

Obviously this new Russian system is not a answer to emerging nuclear powers, like Iran and North Korea, who may already have nuclear weapons ( especially Iran) but no good transportation means.

The most touchy question will be the reaction of the non-nuclear states, members of the non proliferation treaty NPT. They renounced on the possession of nuclear weapons under the condition of reducing the nuclear threat coming from the Nuclear powers.

As the reduction of the nuclear capability of the nuclear powers is already a illusion and will be even a greater illusion after the news from Moscow, the non nuclear states can claim the ?rebus sic stantibus" clause, that means, that they are not bound to the NPT treaty anymore, after the opposite party, the Nuclear Powers are changing the prevailing set-up and not keeping to their obligations.
