Circulation
Commerce system With many years' development,
Hebei now has formed a market network system whose center is province and
cities, and which joins with counties (cities), at the same time stretches into
towns and streets.
Due to its increasing market radiate effect, Hebei

large, medium and small scales, high, middle and low classes, and many different
varieties.
The total number of its commodity trading markets were 4,705, 242 of which

Hebei also established and reconstructed
a number of large-scale retail enterprises, for example, Shijiazhuang Beiguo
department store with an annual sales value of more than 50 million RMB,
Tangshan Department Store (Group) Company, Qinghuangdao Hualian Department Store
Holding Co., Ltd. and Shijiazhuang Dongfang Shopping Center, all with an annual
sales value of over 35 million yuan.
Since 1993, its
for-people-convenient chain stores and supermarkets have developed rapidly, and
Shijiazhuang Baolong supermarket has become one of the top 10 supermarkets in
China.
There had been 82 financial markets, 1,784 labor force markets
and organizations, 214 talent markets, 5,339 technical trading organizations and
3,280 information markets and organizations.
Market construction The trades in financial, labor, real
estate, and information markets are going in a direction of standardization.
Commercial enterprises established large-scale comprehensive circulating
enterprise groups through assets circulation and recombination.
For
example, Hebei Vegetable around Beijing and Tianjing Delivery Group, and Hebei
South and North Vegetable Transport and Sales Group are both allied groups which
combine production processing workshops with transport and sales organizations,
and integrate trade, delivery, quality level, processing and transport, and
scientific study and training.
Speeding up its steps of linking with

■Finance and insurance
The balance of deposit of all kinds in financial organizations reached
554.35 billion RMB in 2000, and the balance of loan of all kinds reached 413.4
billion yuan. Hebei has formed a set of financial system, adjusted and
supervised macroscopically by the center bank. In this system, the state banks
are the principal part; policy finance departs from commercial finance; many
financial organizations coexist through division and cooperation.
Since
1978, some financial reform has been taken place. In 1984, People's Bank of
China declared to stop credit and deposit services and formally took the duty as
a center bank in the province to macroscopically adjust and supervise finance of
Hebei.
In 1994, Industrial and Commercial Bank of China, Bank of China,
Agricultural Bank of China and Construction Bank of China transferred into state
commercial banks. The only policy financial organization in Hebei---Agricultural
Development Bank of China, Hebei Branch, was established in
1995.
With the issue of Law of Commercial Banks in 1995, a number of
joint-stock commercial banks emerged as the times require, like Shijiazhuang
City Commercial Bank. In addition, Hua Xia Bank, China Minsheng Banking
Cooperation and Everbright Bank also established branches in Hebei.
In
1998, People's Bank of China established a set of system of separate management
and separate control of banking, stock and insurance, repealed branch banks at
provincial level and branches at county level, and established 9 branches
directly under the province.
People's Bank of China, Shijiazhuang center
branch was formally founded on December 31st, 1998, and performed its new line
of duty---some financial services such as financial supervision, carrying out
currency policies, leading and managing financial statistics, payment science
and technology, bullion currency, taking charge of the national purse and
financial safeguarding in the territory of Hebei.
Financial market Nowadays, the financial market in
Hebei has crabbled and developed many services like stock, bands and commercial
notes.
There are 30 companies coming into the market with 13.4 billion
RMB of total capital stocks and 4.3 billion RMB of circulating stocks, total
market value being 88.4 billion yuan. The trading stock value of 2002 reached
7.65 billion yuan.
Insurance China People's Insurance Company
transferred into the professional company from administrative organizational
system in 1981, and established China People's Insurance Company Hebei branch in
Hebei province; then expanded its shunting organizations into all the cities and
counties of Hebei.
The enact of Law of Insurance and the establishment
of China Insurance Supervising and Controlling Committee in 1996 provided the
operation of insurance market with legal reference and operating rules.
On February 23rd, 1996, the first joint-stock commercial insurance
company---China Pacific Insurance Company Shijiazhuang Branch was established.
And China Safety Insurance Shijiazhuang Branch was established in November 1996.
The domestic insurance services of three insurance companies in Hebei
include: property insurance, agricultural insurance, life insurance, liability
insurance and so on.
Their insurance services concerning foreign affairs are gradually
approaching the scope of the international insurances, and at the same time
their insurance business has established business contact and agent service with
all kinds of insurance organizations in almost one hundred countries and
districts in the five continents of the world.
Supervision upon RMB and foreign exchange China
adopts unified management to control foreign exchange and it is the State
Foreign Exchange Administration that function this management authority.
Shijiazhuang branch is the outgrowth organization of the State Foreign
Exchange Administration in Hebei, and its line of duty is to manager foreign
exchange affairs. RMB is the legal tender issued and managed by People's Bank of
China. Its unit is yuan RMB (1 yuan =10 jiao, 1 jiao = 10 fen).
RMB
exchange rate is laid down by People's Bank of China and issued externally by
the State Foreign Exchange Administrative Association.
By the end of
1998, there were 883 financial organizations which can handle foreign exchange
affairs, and the balance of all kinds of foreign exchange savings reached near
90 million US dollars; the balance of all kinds of loan was 1.3 billion US
dollars.
Basal establishment
construction projects and export projects, such as enterprises in the three
forms of sino-joint venture, cooperative business and exclusive foreign-owned
enterprises in China, energy, transportation, electricity, electronic and
communication, have been given the most support.
■Transportation and
traffic
Railway There are 15 national
mainline railways and nine local railways in Hebei province and the
turnover of railway cargoes is the highest in the mainland.
The
mainline in Hebei province is 3,400km long, including 1,778km double-line
electrized railway. With the construction of Beijing-Jiulong, Handan-JiNan
and the second channels of transporting coal from west to
east--Shuozhou--Huanghua, Hebei has formed a railway transport net
extending in all directions.
All the passenger trains can reach
directly all places in China except Tibet, Taiwan and Hainan.
International trains can get to Moscow, Ulan Bator, Pyongyang and other
places in foreign countries.
All the large-scale railway stations
equipped with containerization transportation. Shijiazhuang railway
pivotal station is located on the point of intersection of
Beijing-Guangzhou line, Shijiazhuang-Taiyuan line and Shijiazhuang-Dezhou
line, and it is the only top-grade station that embraces both transporting
of passengers and cargoes, and organizing into groups.
It is a
very important main drag joining north China, east China and the center
south of China. |

Highroad By the end of 2002, there are 17
national mainline highroads in the territory of Hebei province, 143
mainline roads at the provincial level and 15 highways. 63,000km highroad
is open to traffic; road denseness is 33.6km per hundred sq km; 94.9% of
roads in towns and villages are asphalt-covered; and 1,591km highway was
open to traffic. Turnover of highroad cargoes is ranked the second in the
mainland and the ratio of passenger transport in towns and villages
reached 99.7%.
The level of its highroad is gradually increasing.
Centering Beijing, and taking Shijiazhuang and Tianjing as its hinge, the
highway transportation eradiates the whole Hebei province, and joins with
four harbors: Qinghuangdao, Tianjing, Jingtang and Huang, and with the
skeleton highwaynet of Datong and Yangquan which are two coal
bases. |

Civil aviation Basically, Hebei has formed airline
net that takes Shijiazhuang and Qinghuangdao as its center, and eradiates more
than 30 large or medium cities in China. It also exploited the international
airlines to Japan, Korea, Southeast Asia and Russia, with Shijiazhuang airport
being its center.
* Shijiazhuang Zhengding airport This is the first
large-scale civil airport at the 4D level, as the take-off standby airport and
distributary airport of the capital airport. Since its opening to traffic, it
has received and sent 1. 6 million passengers, 166,000 tons of cargoes and mail.
Successively, 14 airline companies, such as China International Airline
Company and China Eastern Airline Company opened 44 navigation lines to 34
cities, including 40 domestic airlines (one line to Hong Kong) and 4
international lines to Russia and other countries. The general layout of the
airport is to realize annual turnover of 9 million passengers and 25,000
everyday averagely.
By the end of 2002, the airport had depatched 5,800 charter flights
accumulatively for cargo charter flight services to
Russia.
* Qing Huang Dao -Shanghaiguan Airport It is an international
second-class airport. It's runway which ranks 4C can meet the landing of B737,
MD-82 and A320 airliner with 150 seats. 22 airlines to 18 cities such as Dalian
Shenyang and HaErBin have been available.
Shipping From North to South, there are 4 bigger ports, Qing Huang Dao Port, Jing
Tang Port, Tian Jing Port and Huang Hua Port in Hebei Province. He Bei Province
has 55 anchors, 10 shipping enterprises and 33 large-scaled ships, 41 anchors
have ten thousand tons capacity.
The handling capacity reaches
169,890,000 tons. Qing Huang Dao Port is the biggest coal exporting port in the
world with 29 anchors, 124millions tons handling capacity which ranks the second
in China Mainland.
It is a large-scale distributing port with the five
transportation modes of shipping, railing, highway, air and pipe. East Port,
West Port and Cao Fei Ding from Jing Tang Port which has 12 anchors and 1066
million tons handling capacity. It realized international airlining on 18th
July 1993. The earlier stage work of Cao Fei Ding Port's 25 tons mineral and
petroleum shipping dock has begun. Huang Hua Port owns two 1000-tons anchors,
two 3000-ton anchors and 125 million tons handling capacity.
It is the
second shipping passage for transporting western coal to the east. The national
trans-century key engineering--Huang Hua Port and Suo Huang Railway
(ShuoZhou--HuangHua) was anticipated to be set up.
