China's Shaanxi Province July 12, 2004 after the lottery scandal. All
potential winners, who were denied of the chances in the scam over, took
part in the lot redrawing. Three got their prizes Monday -- BMW car plus
120,000 yuan (US$14,400) each. The draw, conducted by the Shaanxi
Provincial Sports Lottery Administrative Centre and the local
