 Workers at
the South Korean National Red Cross prepare aid supply kits to be sent
to North Korea in Seoul April 24, 2004. North Korea on Saturday broke
its official silence on a catastrophic rail exlposion, saying it had
been sparked by an "electrical contact caused by carelessness". South
Korea plans to offer $1 million in initial emergency aid supplies to help
North Korea recover from the explosion.
