在连续几次推迟之后，美国商务部终于对中国彩电在美涉嫌倾销一案做出了不利于中方的裁决。美国东部时间24日中午，美国商务部在这项初裁中判定，中国彩电产品在美构成了倾销，侵害了美国相关组织的利益。美商务部认定来自中国的彩电倾销幅度达到了27.9%至45.9%。China Daily的相关报道是这样的：China urged United States to take a fair approach in tackling trading problems after the United States made an anti-dumping ruling on Chinese-made TV sets. Dumping的意思是“倾销”，即to sell (goods) in a foreign country more cheaply than at home。美国国际贸易学家各布·瓦伊纳(Jacob Viner)，在《倾销——一个国际贸易问题》中把倾销定义为：在不同国家市场上实施价格歧视。Anti-dumping ruling的意思是“反倾销裁决”。
