The 12th Beijing Municipal People's Congress (BMPC), the local legislative body, on Friday held its first review of senior governmental officials since taking over from the 11th BMPC in January.

It became standard practice during the five-year term of the 11th BMPC to appraise officials of government and the courts after they report in person to the legislature their performance of their official duties.

Miao Leru, director of the Beijing Municipal Administration of State Land, Resources and Housing, yesterday became the eighth official to undergo the job review, following the reviews of two vice-mayors, four municipal bureau heads and the president of the Beijing No 1 Intermediate People's Court since 1999, when the review process began.

"I felt like a student nervously awaiting an examination by the people,'' Miao said on Friday when describing his feelings during the month before the comprehensive review.

At a regular conference held yesterday by the BMPC Standing Committee, the housing head first presented a 22-page report on his work since he was appointed in 2001 by the BMPC Standing Committee, to the Standing Committee members, as well as dozens of Beijing residents attending the conference as visitors.

After that, six members of the BMPC Standing Committee, representing different groups from industry insiders and residents whose advice and complaints they had listened to, made speeches appraising Miao's work, mainly the renovation of old houses in urban Beijing and housing system reforms, which everyone in the city is concerned about.

Miao's work is also connected with a number of social problems in the city.

Besides affirming achievements made by Miao at his post, one by one, the legislators pointed out problems in Miao's work, from land used in construction, to the real estate market and the resettlement of displaced residents.

Fan Yuanmou, vice-director of the BMPC Standing Committee urged Miao to conduct reforms to deal with the problems that legislators raised and asked that the reform plan be presented to the Standing Committee in three months.

The official is also required to make a report to legislators a year later to reveal whether the measures proved to be effective in curing the problems.

One day before Miao reported to the congress, members of the BMPC Standing Committee discussed the written report from vice-mayor Zhang Mao on his reform measures after the congress review his work in September last year.

The Financial and Economic Office under the BMPC Standing Committee made positive comments on Zhang's reform measures and presented some new suggestions for his work.

As an effective method to ensure the transparency of governmental work and effective supervision by the people's congress, work review of governmental officials has been conducted in 29 of the 31 provinces, municipalities and autonomous regions on the Chinese mainland.

Director of the BMPC Standing Committee Yu Junbo has vowed to further strengthen supervision over governmental officials and to make more specific directives for the process.
