Xi'an scheme to relieve thirsty city

The government of Xi'an, a world-renowned tourism spot and capital city of Northwest China's Shaanxi Province, has drawn up a 17-year plan to ensure that the thirsty city has an adequate water supply.

Under the Xi'an Water-Conservation Construction Plan for 2003 to 2020, five water-supply systems will be formed using 11 newly built reservoirs. Once completed, the projects should easily meet the city's water requirements.

Xi'an has long been suffering from a water shortage. Average water resources per person reach only one-sixth of China's average, and the city used to limit its water supply in the 1990s, said Mu Youchen, an official with the local water-supply department.

Mu said the local government's efforts of the past 10 years have improved the city's water supply, but fast economic development and the growth in the city's population mean that future needs will be greater.

The present daily capacity of the water supply is 1.2 million to 1.5 million cubic metres for the use of some 3.5 million residents. Xi'an plans to provide 2.5 million cubic metres of water per day for its expected population of 5 million in 2020, Mu said.

Under the plan, the local government will invest 2.57 billion yuan (US$309.6 million) in building 11 reservoirs around Xi'an. It will invest another 610 million yuan (US$73.5 million) in transferring water from southern to northern districts.

The local government also plans to improve the city's environment by planting trees and building ponds in its urban and rural areas to save more rainwater, Mu said.
