PLA troops in Hong Kong confident of defence strength
( 2002-02-28 15:44 ) (3 )

The Chinese People's Liberation Army (PLA) Garrison Troops in Hong Kong are confident and capable of defending Hong Kong from any form of attack, said commander Xiong Ziren.

The garrison troops have fulfilled their duties assigned by the central government and forged harmonious relations with the SAR government and Hong Kong citizens since they were first stationed on the territory in 1997, Xiong told China Daily in a recent interview.

The troops have also closely observed changes in the international situation and carefully studied significant events, Xiong said. "We have well prepared," he said. "We can assure the citizens that the garrison troops definitely have the capability to defend Hong Kong."

The Hong Kong SAR Basic Law stipulates that the PLA garrison troops are responsible for the SAR's defence, but shall not interfere in the local affairs of the SAR.

When Hong Kong has suffered several natural disasters - such as storms, floods, and landslides over the past few years - the troops have always been ready to provide assistance to the SAR government in relief efforts, he said.

All officers and soldiers have been selected according to high standards and have undergone special training. The majority of them are well-educated and versed in military high-technology. Up to now, more than 90 per cent of the troops that began to be stationed in Hong Kong from July 1, 1997, have been rotated, said Xiong.

The garrison troops have gained increasing support from Hong Kong citizens.

A survey in 1999 indicated that 93.7 per cent of Hong Kong residents welcomed the garrison troops, as compared to only 30 per cent at the beginning of the handover.

This is because the troops have established harmonious relations with the SAR government based on mutual respect and support, Xiong said.
