Education, not fines, will make people think about garbage

By Sun Yubo | China Daily | Updated: 2011-03-17 08:00

Authorities in Beijing will release a series of regulations that will affect the lives of city residents this year. One of them, perhaps the most closely related to all of us, will be a rule on domestic garbage disposal.

The draft of the new regulation has been openly displayed for public opinion for a while now, although the most controversial part is that plan by the government to fine any citizen who fails to sort their household waste before they dump it.

Many people think this goes too far, as garbage sorting is still a new concept to citizens and regulators alike, and obviously the hardware for enforcing this advanced system citywide is still not in place.
