Xuchang Special: City in Henan has its sights set on improving the standard of living

Leaders in Xuchang, Henan province, have come up with a plan to boost the economy and improve the standard of living by letting local incomes grow at a rate that is above the provincial average, the Party chief has announced.

After all, the city has seen significant economic development and environmental improvements over the past several years, Li Ya, the Party chief said.

For 2011, the first year of the 12th Five-Year Plan (2011-2015), the city's fiscal income is estimated to climb 12 percent to 6.4 billion yuan ($944 million).
