Traffic fee study needed

A thorough study of the congestion fee plan should be conducted before collection begins, says an article in Beijing Youth Daily. The following is an excerpt:

Shenzhen's municipal government is to finish its technical study on the congestion fee collecting system and plans to begin enforcement in downtown areas during peak hours. The city's traffic office recently held a press conference, drawing on Singapore's experience and announcing a plan of its own.

There are many cities that collect congestion fees nowadays. Internationally, cities such as London, Stockholm and Rome all effectively collect fees. In Singapore, the traffic flow during peak hours decreased by 45 percent and the average speed increased from 18 to 35 kilometers per hour.
