Wang Ping, vice-director of Tibet's tourism bureau, said travel agencies in Lhasa should be more active during the winter season instead of putting in minimal efforts during the winter.

"Organizing tourists to spend the Spring Festival in Tibet or experiencing Tibetan New Year, these are all good ways to attract tourists. We just need to use our brains," he said.

The bureau organized an international hiking expedition around Lake Namtso in the summer and direct charter flights from Singapore to Lhasa in October.
