Jan 13, 1939: The CPC Central Committee approves the establishment of South Bureau of CPC Central Committee in Chongqing

6 people were elected as members of Standing Committee including Zhou Enlai, Qin Bangxian, Kai Feng, Wu Kejian, Ye Jianying and Dong Biwu, and Zhou Enlai was elected as the secretary. The South Bureau established 10 agencies successively including Organization Department, Propaganda Department, the Social Affairs, the United Front Committee, Cultural Working Committee, International Research, Jianying Working Group, Southeast Asia Working Group and the Secretariat.

Jan 13-17, 1975: The First Session of the Fourth National People's Congress is held in Beijing

Zhou Enlai reiterated in thr government work report that in the two-step vision of our national economy proposed in the Third NPC, the first step is to build an independent and relatively complete industrial system and national economic system before 1980, and the second step is to realize the modernization of agriculture, industry, national defense, science and technology in the 20th century. The Congress adopted a constitution and approved the government work report, electing members of the NPC Standing Committee with Zhu De as chairman, appointing State Council members with Zhou Enlai as Primer and Deng Xiaoping as Vice Premier to thwart the "Gang of Four" cabinet conspiracy. On Feb 1, Zhou Enlai presided over the State Council executive meeting, deciding that the first Vice Premier Deng Xiaoping "be in charge of foreign affairs, presiding over the meeting and dealing with main document during Premier Zhou Enlai's treatment in convalescence." Mao Zedong read the report. From then on, Deng Xiaoping began to preside over the daily work of State Council.

On Jan 13, 1982, Deng Xiaoping delivered a speech entitled "streamlining is a revolution" at the enlarged meeting of Central Political Bureau, putting forward important ideas for the nature, tasks and policies of institutional reform. He said: "Streamlining is a revolution. Of course, this is not a revolution on people, but a revolution on institution. It is the strategic need of the revolution and construction to make cadres be more revolutionary, younger, better educated and more professional." On Jan 19, the CPC Central Committee issued Deng's speech to ministers for implementation. Later on, the institutional reform works were carried out by the CPC Central Committee and the State Council gradually.
