Facing the challenge of global high-tech's development and increasingly fierce international competition, four scientists -- Wang Daheng, Wang Ganchang, Chen Fangyun, Yang Jiachi--proposed "a follow-up study of foreign strategic high-tech development". This proposal was referred to as the "863 program".
