Feb 26—March 5, 1978: The Fifth National People's Congress holds its first meeting in Beijing

Hua Guofeng on behalf of the State Council produced a government work report. The meeting elected several leaders for the NPC standing committee. The meeting reaffirmed the goal of modernizing agriculture, industry, defense and science and technology by the end of 20th century, and passed a revised "Constitution of the People's Republic of China".

Feb 26, 1985: "Report on a substantial absorption of outstanding intellectuals into the Party"

On Feb 26, 1985 the General Office of the CPC Central Committee transmitted a "report on a substantial absorption of outstanding intellectuals into the Party" made by the Organization Department of the CPC Central Committee. The "Report" requires Party committees at all levels to attach great importance to Party members who are at a low cultural and scientific level, and to absorb a large number of outstanding intellectuals into the party who are determined to make contributions to the cause of socialist modernization and the construction of communism.
