GDP

The work report sets this year's economic growth target at between 6.5 and 7% as well as the average annual growth rate for the next five years at above 6.5 percent, and the country aims to double the 2010 GDP and per capita income in 2020.

Reform

The country will improve the consumer goods and upgrade manufacturing by developing Made in China 2025 and the Internet Plus action plan. State-owned enterprises' performance will be improved through innovation. The government plans to invest 800 billion yuan ($12.3 billion) in railway construction and Public-Private-Partnership model will be developed to support private investment.

Industry

The government will address the issue of "zombie enterprises" proactively yet prudently by using measures such as mergers, reorganizations, debt restructurings and bankruptcy liquidations. Fiscal, financial and other policies will be improved to support this work.

Trade

China will move forward with the Belt and Road Initiative and work to increase industrial-capacity cooperation. More pilot free trade zones will be established and negotiations on Regional Comprehensive Economic Partnership agreement, China-Japan-ROK free trade agreement, investment agreements between China and the US, the EU will be carried out.

Clean air

The government will strive to reduce air pollution, with the goal to ensure clean air in cities and above the prefectural level 80 percent of the year.

Market access

The government will continue to relax market access restrictions on investment, further open the service sector and the general manufacturing sector, simplify procedures for establishing companies with overseas investment and step up efforts to attract more investment.

Equality

This year the central government will increase funding by 43.4 percent to lift 10 million rural residents out of poverty. Poverty reduction is a must and governments at all levels must accomplish the goal qualitatively and quantitatively.

Tech

Scientific and technological advances will contribute 60 percent of economic growth.

Local goods

More effort will be made to support consumption in health, education, training, sports and new areas of information goods, smart homes and personalized fashion.

Cities

The country will grant urban residency to around 100 million people, and enable around 100 million rural residents to live in local towns and cities in the central and western regions.

Govt reform

The government will carry out the "Internet Plus government services" model and promote better information sharing between government departments, so that the public and businesses need to make fewer visits to government departments to get things done, find procedures simpler, and find the service satisfactory. The government will cut red tape and root out illegalities to ensure that people have more equal opportunities and greater space for creativity.

Goals met

The government fulfilled all major targets of 12th Five-Year Pan (2010-2015). The GDP grew at an average annual rate of 7.8% between 2011 and 2015 with energy consumption per unit of GDP dropping by 18.2% and pollutant emissions by over 12%. More than 100 million rural residents were lifted out of poverty.
