Hu calls for dedication to developing China-Russia ties

MOSCOW - Visiting Chinese President Hu Jintao on Thursday called for dedication to the development of China-Russia comprehensive strategic cooperative partnership based on equality, mutual trust, mutual support, common prosperity and lasting friendship.

Hu made the appeal at a music concert in Moscow marking the 10th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation.

Hu spoke highly of the development of China-Russia ties under the guidance of the principles and spirit of the treaty over the past decade.

Politically, China and Russia have respected and trusted each other and have pushed their relations toward maturity. The two sides have firmly supported each other on issues concerning each other's sovereignty, security and development interests, especially those pertaining to their core interests, Hu said.

Economically, China and Russia have engaged in practical cooperation that has brought about benefits to both sides, Hu said. Over the past decade, bilateral trade has witnessed a seven-fold increase, reaching nearly $60 billion in 2010. Cooperation in energy, investment, high technology and military technology has been promoted.

Culturally, China and Russia have learnt each other and deepened friendship between the peoples. The two sides have successfully held a series of large-scale cultural events such as the "China Year in Russia" and "Russia Year in China," and "Chinese Language Year in Russia" and "Russian Language Year in China," consolidating the social and popular foundation for bilateral ties.

Moreover, Hu said the two countries have kept close coordination in international affairs, and their strategic cooperation has been broadened.

The two sides have pushed for the establishment of such cooperation mechanisms as the Shanghai Cooperation Organization and the BRICS grouping (Brazil, Russia, India, China and South Africa), thus promoting the multipolarization of the world and the democratization of international relations, as well as world peace, security and stability, Hu said.

In the second decade of the 21st century, China and Russia need to further adhere to equality and mutual trust, sincerely treat each other, firmly support each other in choosing their own paths of development and ways of revival, firmly support each other's efforts in maintaining their core national interests, and keep deepening strategic and political mutual trust between the two countries, Hu said.

The two countries need to further broaden mutually beneficial and win-win pragmatic cooperation, make full use of each other's advantages and potential, actively explore new areas and ways of cooperation and, in particular, strengthen cooperation in big strategic projects in all fields for the sake of common development and prosperity, Hu said.

Furthermore, China and Russia need to further carry forward the peaceful concept of lasting friendship between China and Russia, promote people-to-people exchanges, enhance heartfelt communication between the two peoples, so as to consolidate the foundation for lasting friendship between the two peoples, Hu said.

"We need to further strengthen our coordination and cooperation in international and regional affairs, deepen international strategic cooperation in an all-round way, continue promoting efforts to work toward a more just and more rational international political and economic order, and safeguard common interests," the Chinese president said.

Recalling the China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation signed a decade ago, Hu said the new security concept contained in the treaty serves as an excellent example of a new type of bilateral relations.

"The treaty is an important landmark in the development of China-Russia relations. At the same time, it has blazed a trail in international relations," Hu said.

He expressed the belief that the treaty will have a growing impact on the whole world with the continuous development of China-Russian ties.

At the same concert, Russian President Dmitry Medvedev said all the principles enshrined in the treaty are correct and beneficial, creating bright prospects for bilateral cooperation, while providing the legal basis for both sides to resolve problems concerning bilateral ties such as border issues.

Having set the stage for strengthening bilateral economic and trade cooperation, the treaty also played an important role in humanistic exchanges and cooperation between the two sides, Medvedev said.

Russia-China relations featuring mutual trust, equality and mutual respect have become a model of international cooperation, the Russian president said, adding that the two countries will make joint efforts for global stability and the multipolarization of the world.
