That was learned from a statement released on conclusion of an executive meeting of the State Council held on Tuesday. The meeting was presided over by Premier Wen Jiabao.

The spending plan is considered as a part of the country's unremitting efforts to reinforce water conservation works as an effective way to combat increasingly frequent natural disasters such as floods and drought.
