A joint statement is issued to announce Uzbekistan's admission to the "Shanghai Five," prompting the launch of the SCO and the Shanghai convention to crack down on terrorism, separatism and extremism.

June 7, 2002, St. Petersburg, Russia

The documents signed at the summit include the charter of the SCO, the agreement on setting up an anti-terrorism agency and the presidents' declaration outlining the regional organization's goals.

May 29, 2003, Moscow

Consensus is reached on the institutionalization of the regional body. In a joint declaration, the leaders vow to further develop a comprehensive partnership among the six countries to face new threats and challenges.

June 17, 2004, Tashkent, Uzbekistan

The Regional Anti-terrorist Structure was formally launched and the leaders pledged to cooperate in fighting terrorism and new security threats, as well as to strengthen their economic and trade ties.

July 5, 2005, Astana, Kazakhstan

The leaders discussed measures to strengthen unity and further cooperation in economy, security and social affairs. Agreements are signed for fighting the three "evil forces" of terrorism, separatism and extremism and on assisting emergency relief in disasters.

June 15, 2006, Shanghai

The leaders signed the statement on international information security, approved a new version of the regulations of the SCO Secretariat and a cooperation program of SCO members to combat terrorism, separatism and extremism from 2007 to 2009.

August 16, 2007, Bishkek, Kyrgyzstan

The leaders signed the Bishkek Declaration and approved the Action Plan on ensuring international information security, the treaty on neighborly relations, friendship and cooperation among the SCO member states.

August 28, 2008, Dushanbe, Tajikistan

The leaders signed the agreement on the order of organization and staging of joint counter-terrorism exercises, the agreement on cooperation to combat illegal circulation of weapons, ammunition and explosives, and the memorandum on partnership relations between the Inter-bank Association of the SCO and the Eurasian Development Bank.

June 15 to 16, 2009, Yekaterinburg, Russia

The leaders signed the SCO Counter-Terrorism Convention, approved the SCO Regulations on Political Diplomatic Measures and Mechanisms of Response to Events Jeopardizing Regional Peace, Security and Stability.
