The three suspects include Gao Weizhong, director of the construction and transportation commission of Shanghai's Jing'an district, and two other officials with the commission, Zhou Jianmin and Zhangquan.

The fire erupted in the afternoon of Nov 15 in Shanghai's Jing'an district, after welding sparks set nylon netting and scaffolding around the building on fire.

Officials have blamed the tragedy on unlicensed welders, illegal sub-contracting and poor management.

Thirteen suspects were earlier arrested, including the welders and managers of the construction companies.
