According to the plan, the city's parking lots will be divided into three categories and charge different parking fees. Parking lots in Category One are located on and within the 3rd Ring Road, and at four commercial areas -- Beijing CBD, Yansha, core area of Zhongguancun and Cuiwei. Category Two includes other parking lots located on and within the 5th Ring Road. Those outside the 5th Ring Road belong to Category Three.

For Category One parking lots, fees will be charged every 15 minutes rather than every 30 minutes. In this category, open-air parking lots will charge 8 yuan per hour, parking on public roads will cost 10 yuan per hour, and parking underground will cost 6 yuan per hour. The rates for Category Two are 5, 6 and 5. For Category Three, parking will cost 2 yuan per hour under all circumstances.

The plan will take effect on April 1, 2011.
