Man allegedly blows up tax office to vent anger

CHANGSHA-- Chinese police said Friday that a man who allegedly detonated a bomb at a tax office in the central province of Hunan last month did this to vent his anger.

Liu Zhuiheng, 51, was captured on August 8 in Quanzhou County in south China's Guangxi Zhuang Autonomous Region, some 500 kilometers south of Changsha City where the blast occurred, police in Changsha said.

Four people were killed and 19 others injured after an explosion went off on July 30 on the third floor of a district tax office in Changsha, Hunan's capital city.

A police investigation shows that Liu wanted to harm a man surnamed Peng who works at the tax office, as Liu believed that Peng's father  harmed his hardware business. Liu had run a hardware business in several cities, including Changsha.

When his business went under, Liu bore a grudge against another businessman surnamed Chen who also operated a hardware store in Changsha in 2002, said Changsha municipal police in a statement.

Liu believed that another man, Peng's father, asked Chen to edge him out of his business, so Liu sought to take revenge on Peng, the statement said.

Liu confessed that he purchased an explosive device in early 2010. On July 30 he went to Peng's workplace and, after watching Peng walk into a conference room on the third floor, he detonated the bomb just outside the room.

The police investigation shows that neither Peng nor his father knew Liu or Chen.
