The driver who was answering a phone call while driving should bear full responsibility for the deadly bus plunge that claimed 13 lives on July 31 in Xuanhan of Southwest China's Sichuan province, the local West China Metropolis Daily reported Wednesday, citing traffic police sources.

A total of 11 people, including the driver Ran Jianming, died at the scene, two died later in the hospital and nine were injured after the bus carrying 22 people from Xuanhan county to Fan Kuai township in Sichuan crashed the guardrails and plunged down an 8.5-meter cliff at 3:20 pm.

The accident investigation team said the driver seriously violated China's road safety rules by answering phone calls while driving, which diverted his attention from the road and caused the mishap.
