China's Ministry of Culture said in a recent note that a written statement against lip-synching must be handed in to administration departments before holding a concert, aiming to put a stop to the widely criticized practice, Xinhua News Agency reported Tuesday.

Concert organizers should record the names of those in charge of audio devices and effects for key concerts  in a bid to trace back to the person responsible in case the offense happens, the ministry said.

The ministry also urged local cultural administration and law enforcement departments to keep a close eye on performances that are vulnerable to fake acts.

Repeat offenders who violate the rules twice within two years will be fined and have their performing licenses revoked. Those facilitating lip-synching will also be fined, according to the ministry.
