Officials with the Work Safety Supervision Administration of Jinan and the city's Public Security Bureau are investigating the accident.
The accident occurred just five days after another work safety accident in Shandong left six people dead and three injured.
An underground construction site collapsed in Tai'an city on March 10 and six workers fell from the 15-meter-high platform. Three people who were injured are still in hospital.
