Work safety authorities will include all migrant workers from high-risk industries into China's industrial injury insurance system in three years, the Beijing News reported today.

The authorities plan, dubbed the "Safety Program," will focus on industries with environments that are considered high-risk, such as the mining and building industry; which involves huge amounts of migrant-workers.

The plan will first assure that 100 percent of the country's miners will be properly insured, the Ministry of Labor and Social Security said yesterday.

The ministry also said that it would experiment with personal accounts of its pension fund system in eight more provinces and municipalities, including Tianjin, Shanghai and Shanxi.

About 176 million people were included in the pension fund system by the end of the first three months of the year, 1.2 million more than the number at the end of last year.
