Beijing telecom expenses need to be regulated

The Beijing Consumer's Association on Wednesday said users of telecom services in the Chinese capital are paying a price higher than customers in other parts of the country.

The association listed three major problems concerning telecom expenses, brought forward by the capital's residents: high mobile call charges per minute, high monthly fee of fixed line and mobile phones, and two-way charging of mobile calls.

The association suggested moderately lowering the price and asking customers for advice in drafting a more reasonable price system for telecom expenses.

Jiao Likun, a local customer, said that the mobile expenses in Beijing remain rather high while those in other regions are declining.

Currently, mobile expenses in Beijing are above the average level countrywide, sometimes even double those in similar conditions. Some telecom operators, however, have unfair competition like price wars to grab customers.

"In this sense, the three suggestions could be of validity, feasibility, and rationality," the person in charge of the association added.

"It is necessary to listen to what customers say during the reform of telecom expenses and the method of enterprise operation so as to establish a fair and open charging criterion," Liu Junhai, researcher of Chinese Academy of Social Sciences, said.

However, a principal of Beijing Unicom claimed that they don't have right to regulate the telecom expenses by themselves because it has been set by the State.

"Any change must be cautiously made, as the existing telecom expense system may fluctuate whenever even just one item is lowered," Beijing Unicom said.
