BEIJING - The Communist Party of China (CPC) Central Committee has proposed the nation's new five-year development program be formulated in a scientific manner, noting the country is facing both historic opportunities and grave challenges.

The document, the CPC Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-15), was adopted at the Fifth Plenum of the 17th CPC Central Committee.
To formulate the program, it is necessary to "deeply understand and correctly follow and grasp" the new changes and new characteristics of the situation within and outside the country, says the document.
