The "Five Points and One Line" coastal development strategy is in sync with both current international and domestic economic situations and the further development of Liaoning Province.

It also conforms to the country's adjustments in regional economic development. The emphasis of China's growth has shifted from the Pearl River Delta to the Yangtze River Delta, and a northward trend is emerging. The Bohai Bay Rim is another area under the spotlight for development.

During the 11th Five-Year Programme period (2006-10), China plans to accelerate development of the Yellow Sea Rim and Bohai Bay economic belts.

The strategy also complies with the focus on revitalizing the old industrial bases in Northeast China. Geographically, Liaoning plays the role of linking Northeast China with other parts of the country. It is a marine transportation passageway for Northeast China.

Besides, Liaoning maintains a relatively high socio-economic growth level in the region. Hence, the mission to co-ordinate socio-economic development there.

The development of Liaoning Province can be divided into the central city group with Shenyang at the centre and the coastal economic belt with Dalian as the focal point.

As the first stop for foreign businesses and investment flow into the province, the coastal belt is the world's window on Liaoning.

The implementation of the strategy will form an industrial belt focused on manufacturing. Within this belt, the central areas will be home to the manufacturing sector and metallurgical industry, the western and southern areas will focus on petrochemicals industry and the two cities of Shenyang and Dalian will foster the information industry.

Rapid urban development which will follow implementation of the "Five Points and One Line" strategy will in turn support rural progress, in tune with the province's attention towards a new socialist countryside.
