1. The provisions are constituted to encourage overseas graduates to work in
Fuzhou, and play an active role in the strategy of developing the city with
science & education and sustaining development, so as to promote Fuzhou¡¯s
economic construction and social development.
2. The provisions apply to sponsored or self-depended overseas graduates, who
gained at least bachelor degree abroad; visiting scholars or trainees, who at
least have college education background or junior professional titles and
studied overseas in college, university or institution for scientific research
for a year or longer and got certain achievements; visiting scholars with senior
professional title, studied overseas in college, university or institution for
at least half a year; or other overseas graduates who got notable achievements
in certain fields, and whom our city are in dire need of.
3. Fuzhou Personnel Bureau is the department responsible for the work of
overseas graduates management, such as identification, reception, inquiry,
allocation and so on.
4. Returned overseas graduates can choose to settle down in Fuzhou or only a
short-term engagement. Based on the principle of ¡°bilateral selection¡±, they can
select jobs fitting with their own specially, in government organization,
state-owned enterprise, collectively-owned enterprise, town-owned enterprise,
private enterprise, joint-stock enterprise or foreign-investing enterprise. They
can work in the foreign enterprise¡¯s Fuzhou office, or Fuzhou enterprise¡¯s
foreign office. They can come to Fuzhou to transfer technology, hold shares by
technology, contract projects, establish private or joint stock enterprises by
themselves or with cooperation. They can take a short-term return to give
lectures, do co-researches, tackle key technique problems. They can also invest
in Fuzhou with their own capital or that of foreign registered company. Overseas
graduates coming to Fuzhou for work can look for the unity by themselves or
entrust their domestic relatives. They can also contact with Fuzhou Personnel
Bureau. The organization can directly connect with overseas talents too.
5. Overseas graduates settling down in Fuzhou, the responsible department of
the employer should report to Fuzhou Personnel Bureau and go through the
procedure. The allocated ones by National Personnel Bureau or Education
Department, Fuzhou Personnel Bureau should take responsible of relationship
transference and job arrangement. There are no restrictions in the number of
staff, member quota of increasing, salary fund, or total wages if overseas
graduates choose the enterprises or institutions. The employers can apply
separately for that to Fuzhou Staff Commission, Personnel Bureau, and Labor
Department, One case one resolution. The spouses and children of these overseas
talents should be given priority in job allocation by related departments.
6. To work in Fuzhou, overseas graduates should hand in to Personnel Bureau
the copies of their passes, foreign schooling certification, degree
certification, grade transcript, relevant these, and other valid certifications
endorsed by nation¡¯s foreign embassy. The visiting scholars, trainees or other
overseas talents should also provide certifications of inland college education
background or junior professional title.
7. To work in Fuzhou, if overseas graduates want to settle down, their
¡°Domicile and Grain Relationship¡± can be transferred into the city, free from
the quota limitation of mechanical increase of the municipal population. With
the certification of municipal Personnel Bureau, their spouses minor children
(excluding schooling students, same as follows), and parents they must support,
can apply for the domicile and go through the procedure in local Public Security
Bureau. The spouses, minor children, and parents they must support have the
priority to go through the procedure of ¡°from farm residence changing into
non-farm residence¡±, if they were farm residence originally.
8. After the approval of municipal Personnel, overseas graduates can be
recruited as government cadres. They and their spouses, companying them study
abroad, can resume status as cadre or employee after recruitment and endorsement
by the municipal Personnel Bureau, no matter they departed by themselves from
the original organization, or remain post but cease salary, or fired by the
organization. The working periods are accounted based on the relevant
regulations. According to the regulation of National Education Committee, the
study period in foreign higher college beyond the limitation can be accounted
successively as working period, so as the study time of sponsored overseas
graduates and self-support ones in his ¡°remain post, cease salary¡± period.
Overseas graduates wants to change their work, their former employers must let
them go and have no right to detain their files or demand more fees than the sum
limited by the nation.
9. Working in Fuzhou, overseas graduates can apply for the post-quality
verification and work as a technician based in the legal procedure. If it is the
first time for them to come to Fuzhou, their application will be free from the
limitation of posts and positions. The institution apply to the Personnel
Department for the quota of professional titles, while the enterprises can hire
freely.
10. To settle down in Fuzhou, overseas graduates¡¯ housing problem should be
preferentially resolved through negotiation with employers. The employers should
rent the apartment for those who only come to Fuzhou for a short-term work.
11. Employers must pay international travel fees to these overseas graduates
coming and settling down in Fuzhou. The accommodation fees of their accompany
relatives should be paid according to the following standards: 15,000 Yuan for
those own senior professional titles or Doctor degrees; 10,000 Yuan for those
own junior professional titles or Master degrees; 5,000 for others. Further
more, the subsidiary of 200 Yuan is paid to those own Doctor degrees, and 100
Yuan for Master degrees.
12. Overseas graduates come to Fuzhou to undergo science research or develop
new products and new technology, their employers should provide them with funds
and other convenient conditions preferentially. They can also apply for
assistant fund or start-fund for science research to the related departments of
the city, the province or the nation. Working in Fuzhou, they have priority to
apply for the abroad study, training, attending foreign academic meeting, or
other short-term academic activities.
13. Spiritual and material incentives should be given to them based on their
contributions in the work.
£¨1£©Overseas graduates promote the sale of Fuzhou
goods, the beneficiary should pay 1%-8% after-tax profit as bonus or by
contracts.
£¨2£©Overseas graduates develop new products, the beneficiary should
pay as bonus 3%-6% after-tax profit of the highest first 3 profit-making
years.
£¨3£©Overseas graduates come to Fuzhou with projects, the beneficiary
should pay as bonus 10%-12% after-tax profit of the highest first 3
profit-making years after the implementation of the project.
£¨4£©The
beneficiary should pay as bonus based on the benefit degree if it can not be
value directly.
14. Overseas graduates apply for establishing new enterprises to related
departments, which should provide them with preferential treatment and
convenience in enterprise registration, industry and business taxation, import
and export business, laboring personnel and so on.
15. Overseas graduates implementing new high-tech projects in Fuzhou will be
supported financially by hi-tech loan discount or other related assistant
funds.
16. Overseas graduates establishing in Fuzhou new hi-tech enterprises, the
income tax of which will be levied based on the policy of ¡°2-year exemption,
8-year slash¡±. That is to say, the enterprises will enjoy extension in the first
2 profit making years, from 3rd to 5th year, slashed by 50%, from 6th to 10th
year, 25% of the taxation detained by the local government will be refunded
financially.
17. If the annual pure profit of technology transfer, technology inquiry,
technology service, and technology training is under 300,000 Yuan, the
enterprises of overseas graduates will be exempted from business income tax.
18. Loosen the exit limitation of business and technical individuals of the
enterprises established by overseas graduates. Simplify the formalities and
shorten the approval period.
19. Fuzhou Personnel Bureau takes responsible of the provision¡¯s
explanation.
20. The provisions will be implemented on the day of
