Science & Technology Talent to come to Fuzhou for Pioneering and Decisions on Establishing a Talents Resources Base

1.The science & technology talents in the decision refer to: graduates with background (including bachelors, schooling Masters and Doctors); individuals with as least junior professional title and no more than 35 year old; individuals with patent, invention, exclusive technology, or special talent; other overseas graduates.

2. Simplify the pioneering procedure of science & technology talents. The above-mentioned sci & tec talents, coming to Fuzhou for pioneering, are free form the municipal residence quota limitation, and can be registered directly. The municipal Public & Security Bureau and Grain Department should go through the related procedure directly. The spouses and minor children of those with Master degrees or inventory patents can change their domiciles following the allocation. The lineal relatives of those with Doctor degrees or senior professional titles can change their domiciles following the allocation. The above-mentioned talents, remaining their local residency and personnel relationship, can apply for the certificates of ¡°Temporary Residence for Working¡± for out-town talents, and should be treated indifferently as other sci & tec talents in salary, welfare, housing, endowment insurance, professional title assessment, relatives¡¯ jobs and children¡¯s schooling.

3. Establish Fuzhou talents storing center. The needed talents of Fuzhou new hi-tech industry, pillar industry and other rising industry, at least bachelors in Computer Software, Computer Science and Technology, Electricity Engineering and Information Science, Maritime Technology, Biology Engineering, High polymer Material, Architecture, Mechanical Manufacture Technique and equipment, New Material Technology, Integration of Optics-mechanics, Law, Foreign Language (English, Japanese) and so on, can enter into the talents storing center of Fuzhou and its 5 districts if they are not employed. The needed professions will be adjusted timely according to the industry development. The graduates and sci & tec talents in the talents storing center can go and come freely. If they want to settle down in Fuzhou, base on the relevant certificates of Personnel Department, Public & Security Department and Grain Department will go through the procedure of changing domicile and Grain Relationship, and without any quota limitation. Their domicile can be registered collectively in the center or that of their relatives.

1year before employment, the graduates and sci & tec talents in the center enjoy a monthly subsidiary of 230 Yuan, which was supported by financial departments.

4. Build up high-tech talents apartments. The government will provide free staff dormitory for graduates and sci & tec talents in the center. For academicians of the 2 Institute to work in Fuzhou, local government will provide an apartment no less than 150 square meters.

5. Provide favorable terms for technicians to buy houses. The above-mentioned sci & tec talents have the priority to buy standard economic apartments. After the endorsement by financial department, the one-time in which paying for the apartment can be subsidized by municipal financial department. 50% of the individual income tax, paid to the city and the district, can be refund.

6. Encourage overseas graduates to come to Fuzhou for pioneering. After the identification of municipal Personnel Bureau and the endorsement by municipal Foreign Business and Trade Committee, the overseas graduates with permanent abroad residence can register their enterprises as foreign investing ones and enjoy the favorable policies of municipal Foreign Business and Trade Committee.

Encourage overseas talents to develop new hi-tech products with their own scientific achievements. After identification by responsible departments of municipal Sci & tec Administration, it enjoys favorable policies of the city to lure the development of new hi-tech industry and can apply to related departments for the assistant funds for science industry.

7. Encourage domestic science & technology talents to come to Fuzhou for pioneering. Talents of colleges and science research institutes to set up new hi-tech enterprises in various forms will enjoy the favorable policies of Fuzhou City in supporting new hi-tech enterprises. Support sci & tec talents in enterprises, institutes and colleges to take a part time job in Fuzhou, turning their new hi-tech into commodities, and to take part in the technology innovation. Part-time job will be paid additionally.

8. Support sci & tec achievements¡¯ brooding. After the verification by responsible departments of municipal Sci & tec Administration, Sci & tec talents brooding in Fuhzou with their own scientific achievements, that will be supported by government with 10%-60% of necessary fund, but no more than 200,000 Yuan.

Fuzhou New Hi-tech Pioneering service Center provides ¡°one door¡± for the new hi-tech enterprises, such as Industry and Business registration, taxation registration, and to put into effect the favorable policies. The enterprises in the center decide their employee¡¯s salary levels, and can set it into business costs totally.

From 2000, after the check by responsible departments of Municipal Sci & tec Administration and the verification by same-level finance, the scientific enterprises brooded in the Minicipal Pioneering Service Center, Fuzhou Software Park, Taixi Sci & tec Park, will be rewarded by Municipal Finance Department by 50% of income tax paid to the city and the district in 3 years. After the brooding period and getting the certificates, the enterprises enjoy the relative favorable policies for new hi-tech enterprises.

9. Lure sci & tec achievements to turn into commodities. Transform the scientific achievements into commodities, enable legal payments for the inventors, and encourage compensatory transfer of the achievements. The enterprises should pay no less than 30% transfer fees to the achievement-maker. Achievements developed by enterprises (including second development), and after verification by responsible departments, the enterprises should reward performers based on their contribution: 15%-20% of pure profit in first 3 years, 7%-10% in the next 3 years. If the achievements are not belong to enterprises¡¯ managing field, that should be 25%-30% in the first 3 years, and 15%-25% in the next 3 years.

10. Municipal government set up ¡°Fuzhou sci & tec Contribution Prize¡± (Mayor Prize). Reward heavily to those scientific talents can contribute greatly in the pioneering and transforming activities, and making a huge economic profit.

11. The decision will be implemented on the day of publishing. Other conflicting decisions are invalid. The decision will be further devised based on the adjustment of relative national policies and the change of the situation.
