Bureau that is under the control of Shandong Transport Department. It is mainly

Project
scale
The expressway is about 183km long totally, with two-way 4 lanes, up to the
expressway standard.
Construction condition
This project is the important integral part of “One Loop”
and “One-crosswise” among the planned high-grade highway
network of Shandong Province, i.e. “five lengthwise highroads
connecting with four crosswise ones, and one loop around Shandong”,
starting from the Dezhou Round-city southern line on the north, terminating to
the border between Yanggu County and Fanxian County, on the way intersecting
with three east-to-west expressways such as Qihe-Xiajin Section of
Qingdao-Yinchuan Expressway - the national truck highway, Linqing-Xiajin
Expressway under the planning, and Liaocheng Section of Qingdao-Honjirap
Highway-the national key road and forming a fast through channel running from
north to south, at the same time organically connecting the highways within the
region so as to reach everywhere in all directions, which plays significant role
in improving the layout of regional highway network, suiting to growth of
traffic volume and bringing the whole benefits of highway network into play.
Total investment and fund resource
It is estimated that the total project investment is 771.08 million US
dollars, with the project capital not less than 35%.
Market and economic benefit analysis and forecast
The project’s internal rate of return is 8.1%, with about 17 years
of investment recovery period. With better economic benefits, this project can
have certain risk resistance capacity.
