On December 18, 2025, Hainan officially launched its island-wide special customs operations, marking a historic step in China's institutional opening-up. Contrary to "closing the island", this model represents a new level of openness. For China's mainland visitors, traveling to Hainan remains unchanged. The core change lies in trade: Hainan now connects directly with overseas markets, offering zero tariffs on 74 percent of goods and significant tax benefits for businesses and individuals, including a 15 percent corporate income tax in key industries.

This policy framework transforms Hainan into a high-level international free trade port, aiming to attract talent, industry, and investment. Coinciding with the anniversary of China's reform and opening-up, this move signals a renewed commitment to openness amid protectionist trends in some parts of the world. Hainan is poised to upgrade its infrastructure and public services, presenting vast opportunities for individuals and enterprises worldwide.
