ROK military accused culprit of drone inbreak
The military of the Republic of Korea has been proved to be the "principal" of the drone incursion into the capital city of the Democratic People's Republic of Korea, the DPRK's official Korean Central News Agency, or KCNA, reported on Monday. The act was aimed at scattering anti-DPRK leaflets, reported the KCNA, citing the final investigation results released a day earlier by a spokesman for the country's Ministry of National Defense. If an act of ROK infringement upon the DPRK's sovereignty occurs again, the DPRK will respond mercilessly, the spokesman warned.

Candidates to duel in presidential runoff
Uruguay's two leading presidential candidates will face off in a runoff on Nov 24, as neither secured the majority needed in Sunday's general elections, according to the country's electoral authorities. With 92 percent of the votes scrutinized by the electoral court early Monday, Yamandu Orsi of the left-wing opposition coalition the Broad Front received 43.5 percent, while Alvaro Delgado of the center-right National Party garnered 27 percent. More than 2.7 million Uruguayans were called to the polls to elect a successor to President Luis Lacalle Pou.

New storm threatens after deadly Trami
The Philippines raised a fresh weather alert on Monday, days after more than 100 people were killed by the worst storm of the year. The death toll from catastrophic flooding and landslides triggered by tropical storm Trami that slammed into the country last week has risen to 116, the Philippines' National Disaster Risk Reduction and Management Council said Monday. Meanwhile, the national weather agency warns Tropical Storm Kongrey will soon bring heavy rain and severe wind to land and cause rough seas off the east coast.
