Former Shanxi bureau head turns himself in

Chang Gaocai, former head of Shanxi provincial quality and technical supervision bureau, also a fugitive on the Interpol's red notice has recently returned to China and turned himself in, according to office for netting overseas fugitives of central anti-corruption coordination group.

Chang, 66, a native of Shanxi, is suspected of committing crimes while in office and proceeded to flee overseas in 2019.

In September 2019, the Shanxi provincial commission for discipline inspection and the provincial supervisory commission initiated an investigation into his case.

In April 2022, Interpol issued a red notice for his arrest. Chinese law enforcement departments have seized, confiscated and frozen assets related to his case according to law.

An official from the central anti-corruption coordination group said that Chang's surrender is a significant outcome of the ongoing "Sky Net" operation.

The group will continue to deepen international cooperation in anti-corruption efforts and pursue all fugitives, said the official, who also advises those who have fled to recognize the situation and surrender as soon as possible to seek lenient treatment.

The Sky Net 2023 operation was launched in March this year, aiming to promote the integrated establishment of mechanisms for pursuing, preventing and recovering assets from fugitives.

In this regard, the National Supervisory Commission was asked to take the lead in conducting a special operation for the international pursuit and recovery of assets related to crimes committed in the course of duty. The Ministry of Public Security carries out the " Fox Hunt" operation, targeting suspects of economic crimes on the run abroad, and the People's Bank of China, in collaboration with the MPS conducts a special operation to prevent and combat the transfer of illicit funds overseas through offshore companies and underground banks.

Meanwhile, the Supreme People's Court and the Supreme People's Procuratorate will undertake a special operation to recover assets in cases where criminal suspects or defendants have fled or died. The Organization Department of the CPC Central Committee, the MPS and other departments will carry out special governance on irregular issuance and possession of documents.
